Troopers began investigating 54-year-old Mickey Thomas Rapp— of ServiceMasters Restoration Services and DNM Contracting Inc. (according to PennLive and social media)— in February after the woman reached out.
She explained to the police that she knew him by "John" and a Facebook profile with a photo police later matched to Rapp, according to the affidavit.
They began an online relationship and the pair separately admitted that they both sent each other nude photos, but when she sent one showing her face, he allegedly became "demanding and sexually aggressive" towards her so she cut off contact with him, as stated in the affidavit.
In the days following, an unknown number texted her the nude photo and threatened to publicly share it— if she did not meet up and have sex with him, the troopers detailed in the court documents.
The phone number was Rapp's according to the police.
Rapp asked the victim to come to the Best Western at 115 Premiere Drive in State College, but he later texted, "This isn't a setup is it?" and never came, as stated in the affidavit.
Later, he sent the woman his real home address and asked her "to come to his house for sex," and in a text response, the victim asked if she came, would he promise not to share the photos, and he said he would not, but then recanted when she did not come to his house, troopers explained.
Troopers came to Rapp's home around 12:30 p.m. on March 14, 2023, and asked him about the text messages, and he reportedly responded "That's my conversation, so if it's there, I said it."
Rapp was arraigned on charges of sexual extortion and harassment but then was released on his own recognizance the same day— Monday, May 22, 2023, according to his latest court docket.
His preliminary hearing has been set before Magisterial District Judge Gregory M. Koehle at 8:30 a.m. on June 14, 2023, the docket shows.
Rapp has a record of traffic-related offenses, according to previous court dockets. WJAC cites state police saying, "Rapp had reportedly been involved in a similar incident in November of 2022 where he was charged with unlawful dissemination of intimate images," but Daily Voice could not locate court records on this alleged incident.
